HST 13% applies to the whole contract — labour and materials alike. There is no separate provincial line and no exemption for labour.
Where the per-sq-ft band comes from — and who disagrees
Asphalt: C$3–C$20 per sq ft installed, from one national Canadian publisher (RenoQuotes), scaled by ×1.0426 — Job Bank's renovation-trade wage composite for Toronto against the national median, damped by a 60% labour share. The national band is very wide. Every other Canadian publisher read for this page prints a narrower asphalt band inside it, and Green Building Canada publishes one per province — the province row is shown on the result.
City of Toronto, ON: Green Building Canada's Ontario asphalt row is C$3–C$7 per sq ft (2025), or C$1,200 – C$2,800 for this driveway before tax. It is a different publisher and is shown, not blended.
A wage differential is not a local price. The labour differential is a Job Bank WAGE ratio, not a local price, and Canada's wage data and Canada's renovation price guides disagree about two major metros. Job Bank puts Montréal's renovation-trade wages 15% above the national median and Vancouver's 3% below it, while Canadian renovation price guides place Montréal below the national average and Vancouver 25% to 40% above it. So in Montréal this calculator's figure is pushed up and in Vancouver down — the opposite of what those guides report — and no provincial or city price level is modelled at all: only the sales tax and this wage ratio change with the address. The wage basket is Job Bank's five-trade renovation composite — Carpenters (NOC 72310), Electricians (except industrial and power system) (NOC 72200), Plumbers (NOC 72300), Painters and decorators (except interior decorators) (NOC 73112), Construction trades helpers and labourers (NOC 75110). It does NOT include roofers, sheet-metal workers or HVAC technicians, so for eavestrough and furnace-humidifier work the differential is a proxy for the installer's labour, not a measurement of it.

RenoQuotes sizes a one-car driveway at about 200 sq ft (19 m²), a two-car at about 400 sq ft (37 m²) and a long rural one at about 600 sq ft (56 m²); its interlock guide treats a double parking space as 500 sq ft (46 m²). Measure length × width of the area being paved, flares at the street included.
What this calculator shows but will not add
Sealing an asphalt driveway this size runs about C$60 – C$140 a time (C$0.15–C$0.35 per sq ft, RenoQuotes); an Ottawa directory says every 2–3 years. It is upkeep, not part of the paving contract.
Drainage and edging. Green Building Canada prices drainage work at C$1,000 – C$3,000 and edging at C$5–C$15 per linear foot. Both depend on the lot, and one publisher is not enough to add them. No municipal permit fee is priced. The City of Toronto says fees apply to driveway work on City property but lists no driveway amount, and the City of Ottawa's permit pages could not be read for this build. Commercial guides print permit bands of C$50–C$200 and C$100–C$300; a commercial page is not a municipal fee schedule.

The four surface bands are one national Canadian publisher's, so the steps between them mean something. Four other Canadian publishers — one national, one in Ottawa, one in Montréal and one in the Hamilton–Oakville area — are shown beside them as cross-checks and never blended in.
Read the asphalt band with its province row. The national asphalt band runs from C$3 to C$20 a square foot, wider than any regional publisher's. The province table below is a second publisher's and usually narrower. This calculator does not model a provincial price level: only sales tax and a Job Bank wage differential change with the address, and a wage differential is not a local price.

- British Columbia. GST 5% is the only tax on your invoice. BC's 7% PST is NOT charged on services to real property — but the contractor pays 7% PST on every material they buy for your job and prices it into the quote. You bear it invisibly, so treat a BC quote as already tax-inclusive on the materials half.
- Quebec. GST 5% plus QST 9.975% — 14.975% in total, the highest combined visible rate in Canada. Revenu Québec's own rate pages could not be read on 7 September 2026 (HTTP 403), so the QST rate here is carried from this site's existing Canadian tax module rather than quoted at the ministry. Confirm it with Revenu Québec before budgeting. Revenu Québec (revenuquebec.ca) was tried again for this page on 2026-09-21 and returned HTTP 403 on every rate page, so the QST is still not confirmed there. The 5% GST part is the Canada Revenue Agency's.
- Manitoba. GST 5% is the only tax on your invoice. Manitoba's 7% RST is not charged on billings for improvements to real property — the contractor pays it on the materials instead and prices it in. You bear it invisibly.
City of Toronto: widening a driveway starts with the City
The strip between a Toronto property line and the road is City property. A new, widened or relocated driveway there needs an application at least 8 weeks before work starts, with drawings of the proposed driveway, to metric scale; confirmation that the driveway leads to a legal parking area, an internal driveway system or an approved boulevard parking space; a contractor licensed by the City of Toronto to perform driveway paving work; financial security, including a municipal road damage deposit, refunded once the work is verified. A brand-new driveway needs Toronto Building's approval first.
Resurfacing the same footprint is a different job. The rule is the City of Toronto's and this calculator does not apply it to Mississauga, Brampton or the rest of the GTA. Choose “City of Toronto” and answer “new, widened or moved” under Fine-Tune to see it on the result. No municipal permit fee is priced. The City of Toronto says fees apply to driveway work on City property but lists no driveway amount, and the City of Ottawa's permit pages could not be read for this build. What does a two-car asphalt driveway cost in Toronto?
For 400 square feet of asphalt in the City of Toronto, this calculator gives about C$1,251 to C$8,341 before tax: the national C$3 to C$20 per square foot band, adjusted by a Job Bank wage differential of 1.0426 for Toronto. Ontario's 13% HST takes that to about C$1,414 to C$9,425. The band is wide because the national guide's asphalt range is wide. Green Building Canada's Ontario asphalt row, C$3 to C$7 per square foot, works out to C$1,200 to C$2,800 for the same driveway, and a Hamilton-area landscaper prices a two-car asphalt driveway of 400 to 600 square feet at C$4,000 to C$9,000. Removing an old driveway adds C$1.50 to C$4 per square foot.
Is interlock more expensive than asphalt or concrete for a driveway?
Yes, on every Canadian source read for this calculator. RenoQuotes prices an interlock driveway at C$22 to C$35 per square foot against C$3 to C$20 for asphalt and C$7 to C$20 for concrete, and prices a double parking space of about 500 square feet (46 square metres) in interlock at C$11,000 to C$17,500. Montréal and Ottawa publishers print C$20 to C$35 and C$15 to C$25. One Hamilton-area landscaper prices interlock far higher, at C$55 to C$80 per square foot; the calculator shows that figure beside the others rather than averaging it in.
Do I pay PST on a new driveway in British Columbia?
Not on the invoice. The Province of British Columbia treats services to real property as not subject to PST, so a BC paving contract shows 5% GST only. The contractor pays 7% PST on the materials that become part of the property and prices it into the quote, so you still bear it, invisibly. On a 46 square metre interlock driveway in Vancouver with the old surface removed, this calculator gives C$11,407 to C$18,931 before tax and C$11,977 to C$19,877 with GST, with roughly C$319 to C$530 of PST already inside the price. Manitoba works the same way with its 7% RST. Ontario is 13% HST on everything.
