What sales tax does to this job in Ontario

HST 13% applies to the whole contract โ€” labour and materials alike. There is no separate provincial line and no exemption for labour.

Where the band comes from โ€” and who disagrees

Under-sink, with storage tank: system C$200 โ€“ C$600 and professional installation C$100 โ€“ C$300, from one Canadian market guide (illi Water, 2026-04-02). Only the installation is scaled, by ร—1.0710 โ€” Job Bank's renovation-trade wage composite for Toronto against the national median. Add-on parts are retail shelf prices, fitted in the same visit with no separate labour priced. The common kitchen set-up: a multi-stage filter train, a membrane, a small pressure tank and a dedicated faucet.

A wage differential is not a local price. The labour differential is a Job Bank WAGE ratio, not a local price, and Canada's wage data and Canada's renovation price guides disagree about two major metros. Job Bank puts Montrรฉal's renovation-trade wages 15% above the national median and Vancouver's 3% below it, while Canadian renovation price guides place Montrรฉal below the national average and Vancouver 25% to 40% above it. So in Montrรฉal this calculator's figure is pushed up and in Vancouver down โ€” the opposite of what those guides report โ€” and no provincial or city price level is modelled at all: only the sales tax and this wage ratio change with the address. The wage basket is Job Bank's five-trade renovation composite โ€” Carpenters (NOC 72310), Electricians (except industrial and power system) (NOC 72200), Plumbers (NOC 72300), Painters and decorators (except interior decorators) (NOC 73112), Construction trades helpers and labourers (NOC 75110). It does NOT include roofers, sheet-metal workers or HVAC technicians, so for eavestrough and furnace-humidifier work the differential is a proxy for the installer's labour, not a measurement of it.

What this calculator will not add

Not priced: a plumbing permit (a Toronto plumber states whole-house systems need one there, but no municipal fee was read), a whole-house RO membrane replacement (no Canadian per-part price was read), the extra water an RO system sends to drain (municipal water rates vary and were not read), and electrical work for a tankless unit's outlet.

A softener swaps the calcium and magnesium in ALL of the house's water for sodium to stop hardness scale in pipes and appliances; an under-sink RO pushes the water at one tap through a membrane to strip dissolved solids from what you drink. British Columbia, under-sink systems: The Province of British Columbia lists water filtration equipment attached to plumbing, and built-in water treatment systems, among goods that generally become part of real property โ€” the treatment shown here, with PST inside the installer's price and 5% GST on the invoice. Its guidance also says equipment only connected to a building by its water or power supply, and not attached to it, does not become real property, and that for such goods the contractor must charge PST on the goods and on the installation. Manitoba, RO systems and add-on pumps: Manitoba Finance's own Retail Sales Tax bulletins (Nos. 005, 008 and 031, all revised July 2019, read 2026-09-28) say plumbing systems and components "do not become real property even when installed", and Bulletin 008 lists plumbing fixtures and "Pumps (including domestic and commercial water systems)" among the goods that stay tangible personal property after installation. For those goods the contractor collects 7% RST on the total amount billed, installation included. THE PUMPS: if you add a permeate pump or a booster pump, it is one of those named pumps, and this calculator already charges 7% RST on it, on the invoice, on top of the 5% GST. THE RO SYSTEM ITSELF is not named in any of the three bulletins, so for the system and its installation the figure shown is the real-property treatment (GST only on the invoice, RST paid by the contractor and built into the price). If your installer invoices the system as tangible personal property, expect 7% RST on the system and its installation too. Ask your installer how they will invoice it. Plumbing companies quote higher: a Toronto plumber prices an installed under-sink system at C$800 to C$1,800 and whole-house RO at C$4,500 to C$7,500. All figures are Canadian dollars before GST, HST or PST.

How much do reverse osmosis filters and membranes cost per year?

For an under-sink system, illi Water prices a sediment and carbon pre-filter set at C$20 to C$60 every 6 to 12 months, a post-filter at C$15 to C$40 on the same schedule, the RO membrane at C$40 to C$100 every 2 to 3 years, and a remineralization filter at C$20 to C$50 every 6 to 12 months. Spread over a year, that is about C$68 at the low end and C$350 at the high end with remineralization, before tax. The publisher's own estimate of annual maintenance is C$100 to C$250.

Do I pay PST on a reverse osmosis installation in British Columbia?

Not on the invoice. The Province of British Columbia states that services related to real property are not subject to PST, so a system that becomes part of the house shows GST at 5% only, and the installer pays 7% PST on the equipment and prices it into the quote. But the same provincial guidance says that where installed goods do not become part of real property, the contractor must charge PST on the goods and the installation โ€” and while the province lists water filtration equipment attached to plumbing as generally part of real property, equipment only connected by its water supply and not attached to the building is not. If your installer treats an under-sink unit that way, expect 7% PST on the unit and its installation on top of GST. In Manitoba the question is sharper: Manitoba Finance's own Retail Sales Tax Bulletins 005 and 008 treat plumbing systems and components as tangible personal property even when installed, and for those goods the contractor collects 7% RST on the goods and the installation โ€” so any RO system there, whole-house included, may carry 7% RST on top of GST. Ask your installer how they will invoice it. Replacement filters you buy yourself at retail are a separate matter: they are taxable goods at the till.

What does a permeate pump do and what does it cost?

A permeate pump runs on the pressure of the water going to drain, needs no electricity and fills the storage tank faster. A Canadian retailer lists the Aquatec ERP1000 at C$89.95 and states it reduces waste water by as much as 80%. It is for tank systems; a tankless RO unit has its own pump.
