At 3 ft you are below the engineering threshold but possibly not below the permit one. The 4-foot rule for an engineer is stated by both sources, but Lawn Love adds that “in some areas” a permit is required above 3 feet. Worth one phone call to the building department before the first course goes down rather than after the last one.

Priced on 90 sq ft of wall face, not 30 linear feet. For comparison, LawnStarter's per-linear-foot band for a wall in the yard / garden puts this at $900$4,500. The two overlap, which is what you would expect at 3 feet — a per-linear-foot rate is roughly serviceable on a low wall. Raise the height and watch them come apart, because a linear rate has no way of knowing the wall got taller. The ordinary case, and LawnStarter's widest per-linear-foot band at $30–$150 — a fivefold spread, which is what happens when a rate cannot see how tall the wall is.

And at 3 feet the structural form implied is a gravity wall, published at $10$30 per square foot. Holds the soil back by its own mass and setback. The normal form for a low wall. That band is never added to the material figure, because the material table and the structural-form table are two cuts of one bill — a cantilever wall band already contains a poured concrete cantilever wall.

No separate labour line, and that is deliberate. Both sources also print a labour rate — $15–$30 per square foot of face on LawnStarter, $15–$40 on Lawn Love — described as sitting on top of materials. If the material bands above were materials-only, an installed poured-concrete wall would be $35–$70 per square foot, which is outside the publisher's own overall $20–$53 range printed on the same page. Both readings cannot be right, so this calculator treats the material bands as installed cost and adds nothing for labour. The alternative reading would roughly double every figure here, which is why the choice is stated rather than assumed.

On this material specifically: LawnStarter's own gravity-wall band of $10–$30 per square foot overlaps this closely, which is consistent — a low segmental wall IS a gravity wall.

What is not in this number. Geogrid soil reinforcement, which is standard practice on a segmental block wall above a few courses and which neither publisher prices, so it is omitted rather than estimated. The structural engineer's fee, for the same reason. And three site-prep lines that are published but in units this page does not ask for: land levelling at $0.40–$2.00 per square foot of ground (LawnStarter), excavation at $50–$200 per cubic yard (LawnStarter) and land clearing at $500–$1,000 per acre (Lawn Love). Converting wall face area into ground area, cubic yards or acres would need a slope assumption nobody published, so none is made.

Why face area and not linear feet

Retaining walls get quoted per linear foot in conversation and priced per square foot of face on paper, and the gap between those two habits is where most bad retaining wall budgets come from. A linear rate has no way of encoding height. LawnStarter publishes $30–$150 per linear foot for a wall in a yard — a fivefold spread — and the spread is that wide precisely because the rate is being asked to cover every height at once.

Face area fixes that by construction. Length times exposed height is the surface the wall actually has to be built out of, drained behind, and reinforced through, which is why every add-on on this page except the permit and the gravel delivery is priced on the same square footage. And height is doing something a fence's height never does: a retaining wall is holding back soil, so as it gets taller the load grows faster than the wall does, which is the physical reason the engineering threshold exists at all.

The calculator prints the per-linear-foot figure next to the face-area figure on every result, and fires an explicit advisory when the two stop overlapping. On a low wall they roughly agree. Put the height up and they separate — that demonstration is worth more than this paragraph asserting it.

One inconsistency to flag rather than smooth over: the natural stone band runs to $90 per square foot, while the same page publishes an overall rate of $20–$53 per square foot with an average of $33. A $90 material cannot fit inside a $53 ceiling. Both figures are printed here, the calculator shows the overall rate as a cross-check, and when your material band exceeds it the results say so and say why.

The four-foot line, and the fee nobody publishes

Both sources read for this page state the same rule, in the same terms: a retaining wall taller than 4 feet requires a structural engineer and a permit. Lawn Love adds that “in some areas” a permit is required above 3 feet. That is one of only two figures the two pages agree on exactly, which makes it the most reliable statement on this topic — more reliable than any dollar amount here.

What neither page publishes is what the engineer charges. So this calculator flags the requirement above 4 feet, names the fee as a real cost that is not in the number, and puts no figure on it. It specifically does not borrow the structural-engineer's-report band from our foundation repair cost calculator, even though that band is sitting right there in this codebase: a report assessing an existing failing foundation is a different deliverable from a stamped design for a new structure, and reusing a sourced figure for an unsourced purpose is the more insidious version of making one up.

Practically: if a contractor tells you a six-foot wall does not need engineering, they have answered a different question than the one you asked. The wall above four feet is a structure, and the drawing is what makes the difference between a wall and a future insurance claim.

Drainage is the line not to cut

A retaining wall almost never fails because the blocks were wrong. It fails because water accumulated behind it and the wall ended up holding back water as well as soil, which it was not designed to do. The membrane and drain path are $2–$10 per square foot of wall face, and free-draining gravel backfill behind it is $150–$600 per truckload.

The drainage figure and the rebar figure are the only two numbers on which LawnStarter and Lawn Love agree to the cent, which is worth noting given that they are sister publications and might have been expected to agree on everything. Where they disagree — on the national average, on concrete, stone, timber, brick and gabion rates, and on the permit ceiling — the disagreement is printed beside the figure rather than averaged away. One exception on drainage: a gabion wall drains through itself by construction, so the membrane matters much less there, and that is part of why gabion sits at the bottom of the material range.

Whether these prices include labour, and why the answer is a judgement call

This is the single largest source of uncertainty on the page and it deserves to be stated in the open rather than resolved silently. Both publishers print a labour rate described as sitting on top of materials: $15–$30 per square foot of wall face on LawnStarter, $15–$40 on Lawn Love, alongside an hourly rate of $50–$75.

If the per-material bands were materials-only, then an installed poured-concrete wall would be $35–$70 per square foot — and that sits outside LawnStarter's own published overall range of $20–$53 per square foot, printed on the same page. The two readings cannot both be right. This calculator takes the reading consistent with the publisher's own total: the material bands are installed cost, no separate labour line is added, and the published labour rate is treated as a decomposition of those bands rather than an addition to them.

The stakes are worth naming: the alternative reading would roughly double every figure here. If your quotes are coming in consistently near the doubled number, the materials-only reading may be the right one for your market, and the honest thing this page can do is tell you the ambiguity exists rather than project false confidence. A test in this repo asserts that no labour constant ever enters the sum.

The useful thing about the structural-form table is that the form is largely decided by height — a low wall holds itself up by mass, a tall one needs a footing working as a lever — so the results panel shows the band for whichever form your height implies, as a sanity check on the material figure. It never adds it.

Then the per-linear-foot bands by placement: in the yard / garden at $30–$150, along a driveway at $38–$138 and on a shoreline or waterfront at $108–$288 per linear foot. These are the cross-check the page exists to show breaking.

And the project-level figures, which are the ones most likely to be quoted at you without qualification. LawnStarter: national average $6,300, typical $3,500–$9,400, with a low end of $1,200 and a high end of $13,700. Lawn Love: $6,000 on $3,565–$9,645. Those are averages across every wall size and material on the list above, which is why a small garden wall and a tall stone one both fall outside them, in opposite directions.

Material bands are treated as installed cost, not materials-only, for the reason documented in this file's header, and no separate labour line is ever added. Drainage and steel reinforcement are priced per square foot of face; the permit is a flat project band; gravel backfill is priced per truckload with the count supplied by the user because no publisher prints a typical one. Walls above four feet are flagged as requiring a structural engineer and a permit, a threshold both sources state, but the engineer's fee is NOT priced because neither source publishes it.
